Constitution of Mog
The Constitution of Mog is the supreme law of Mog. This founding document delineates the frame of the government.

The title of this document is The Constitution of Mog and consists of a preamble and five articles.
Preamble
"We, the people of Mog, in order to create a more perfect community, establish justice, ensure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty for ourselves and our posterity, do ordain and establish this constitution for the government of our land."
Article I: The Government of Mog
Article I of the constitution establishes the overall government structure.
Section 1: The government of Mog shall consist of a council of advisors, headed by an emissary appointed by Lord Grathkor the Kind.
Section 2: The council of advisors shall be composed of nine members, who shall be chosen by the emissary from among the most respected and wise members of the community.
Section 3: The emissary shall be the chief executive and legal officer of Mog, and shall have the following responsibilities: to enforce the laws of Mog; to represent Mog in its relations with other communities; to serve as the chief spokesperson for Mog; and to perform any other duties assigned to him by this constitution or by the council of advisors.
Section 4: The council of advisors shall be responsible for advising the emissary, interpreting the laws of Mog, and rendering judgments in cases of wrongdoing.
Article II: The Rights and Responsibilities of Citizens
Article II of the constitution establishes rights and responsibilities of the citizens.
Section 1: All citizens of Mog shall be entitled to the following rights: the right to life, liberty, and the pursuit of happiness; the right to freedom of speech, religion, and assembly; the right to privacy; and the right to be treated fairly and justly under the law.
Section 2: All citizens of Mog shall have the following responsibilities: to respect the rights and freedoms of others; to obey the laws of Mog; to serve on juries when called upon to do so; and to pay taxes to support the government and the common good.
Article III: The Making and Enforcement of Laws
Article III of the constitution establishes how laws and made and enforced.
Section 1: The laws of Mog shall be made by the council of advisors, with the approval of the emissary.
Section 2: The emissary and the council of advisors shall be responsible for enforcing the laws of Mog. They may enlist the assistance of a police force or other officials as necessary to enforce the laws and maintain order within the community. Any person who is found to have broken the laws of Mog shall be subject to punishment as prescribed by law.
Section 3: Any person accused of breaking the laws of Mog shall have the right to a fair and speedy trial. The trial shall be conducted by the council of advisors, or by a judge appointed by the council, and shall follow the rules of procedure and evidence as prescribed by law. The accused shall have the right to present a defense and to be represented by counsel during the trial. The council of advisors or the appointed judge shall render a verdict based on the evidence presented and the laws of Mog, and shall pronounce sentence as prescribed by law.
Article IV: International Relations
Article IV of the constitution establishes how Mog conducts international relations.
Section 1: Mog shall strive to maintain friendly relations with other communities and nations, and shall seek to resolve disputes peacefully whenever possible.
Section 2: Mog shall have the right to defend itself and its citizens against aggression or threats to its security, and may enter into alliances or other agreements with other communities or nations for this purpose.
Section 3: Mog shall respect the sovereignty and independence of other communities and nations, and shall refrain from interference in their internal affairs.
Section 4: Mog shall observe and respect international law and the norms of international behavior, and shall seek to cooperate with other communities and nations in promoting peace, security, and prosperity.
Article V: Amendment Process
Article V of the constitution establishes the amendment process.
Section 1: This constitution may be amended by a two-thirds vote of the council of advisors, with the approval of Lord Grathkor the Kind.
Section 2: Any proposed amendment must be ratified by a majority of the citizens of Mog, through a referendum or other means of consultation as determined by the council of advisors.
Section 3: The amendment process set forth in this article may not be amended, except by a unanimous vote of the council of advisors and the emissary, along with approval of Lord Grathkor the Kind.
