			To become a templemaster, one must be elected constitutionally to the role within one of the council's recognised temples. There are currently five temples, but this number has changed in the past, with the Northern Temple being the most recent addition. The constitutional guidance for Templemasters is illustrated in the second article of the Air Nation Constitution's ''Offices'' category:

			> Templemaster: The Templemasters are directly elected by their Temple residents or nearby settled citizens, and are thus granted powers pertaining to housing, food, and other local matters in their Temple's locality. To be eligible as a Templemaster, one must live in the locality of the Temple for which they are a candidate for and be an Air Nation citizen. They are automatically elected to the Council of Grandmasters in the process of being elected as a Templemaster. This body convenes to vote upon the induction or expulsion of Temples from the Air Nation, to debate and/or vote to ratify or deny proposed constitutional amendments from the Grandmaster, and to vote upon the accession of a new Grandmaster from their own ranks. Templemasters have no term limits but Temple residents may elect a new Templemaster at any time.

			Being elected as a templemaster entitles one to attend sessions of the [[Council of the Templemasters]], more commonly known as simply the Council. Council meetings are rare but often highly active, with multiple laws and judicial rulings being released in batches. Majority vote is the requirement for any such nationally binding law to pass, but unanimity through negotiations has become the norm. The Council is also responsible for the election of one of its own members to the title of [[Grandmaster]], a largely ceremonial role but one which carries a great deal of prestige as the Grandmaster is the sole figure able to legally represent the entire nation abroad. Whichever temple has had its templemaster elected as grandmaster also becomes the nation's new capital - this has happened once before, when [[High Wind]] Murpple of the Eastern Temple resigned upon introduction of the constitution whereafter Paperweight of the Elysian (then named Western) Temple was elected as Grandmaster, relocating the capital from [[Air Temple Valley]] to [[Inkwood]]. The Council is generally considered to be the most powerful body of the Air Nation government.
