== Context ==

The Order was established following intervention by the [[Water Tribe]] in the [[Frisian Civil War]] as part of an arrangement for the withdrawal of Water Tribe forces, intended to ensure the safe transportation and care of all refugees and wounded from the conflict. The Order's remit also expanded outwards to potentially cover all international conflicts, establishing it as a permanent presence.

== Actions ==

Two signatories to the Order, the [[Air Nation]] and [[Cassland]], both issued medical ships to [[Ljouwert]] Bay as part of the Order's operations. Their intent was to act as a hospital for the wounded and to assist refugees in fleeing the failed state of [[Fryslan]].

The Order also helped [[Acacia|Acacian]] refugees fleeing the village of [[Khashlem]] during the aftermath of the [[The Brothers' War|Battle of Khashlem]]. These refugees were transported to [[Mexico City]] and [[Freeport]], saving works of Acacian literature and many lives.
